Kham is of Hmong descent and his family immigrated to the US in 1976 settling in California. He was sworn in as a Police Officer for the Fountain Valley Police Department in 2003 after graduating from the Orange County Sheriff’s Academy. He has worked as a Patrol Officer, Field Training Officer, Gang and Narcotics Investigator, Arrest and Control Tactics Instructor, and Taser Instructor.
In 2011, Kham was promoted to Sergeant where he was assigned to the Patrol Division and later to Personnel and Training. He was promoted to Lieutenant in 2019 and leads the Patrol and Traffic Division.
Kham has been awarded the Medal of Valor and the Medal for Lifesaving. He has also been voted Officer of the Year and Supervisor of the Year. Prior to beginning a career in Law Enforcement, Kham served in the US Army as an Infantryman and was honorably discharged at the rank of Sergeant.
Kham has a Bachelor’s degree in Telecommunications Management where he graduated cum laude. He is also a graduate of the Sherman Block Supervisory Leadership Institute.
