Enacted Ordinance
In an effort to curtail the growing problem of abandoned and neglected properties in the City of Fountain Valley, the City Council has enacted Ordinance 1468 (PDF) that requires lenders to register these properties with the City of Fountain Valley.
The intent of Ordinance 1468 is to maintain a listing of these properties for periodic inspection to ensure compliance with the City of Fountain Valley’s Property Maintenance Code.

Purpose
Properties which have been abandoned and are allowed to become overgrown, and where structures are left open and unsecured, not only have a negative impact on community value, but also create conditions that invite criminal activity and foster an environment that is unsafe and unhealthy for the children of our community.
It is for these reasons that it is critical to the welfare of Fountain Valley that abandoned properties be maintained so as not to create these nuisance conditions.
Qualifications
Ordinance 1468 applies only to properties in the City of Fountain Valley, and only pertains to properties that are abandoned or vacant, or are in some stage of foreclosure. If a property meets these conditions, it is the responsibility of the lending institution to register the property and comply with all requirements of Ordinance 1468.
