Public Cable Television Authority, a joint powers agency representing the Cities of Fountain Valley, Huntington Beach, Westminster, and Stanton is responsible for monitoring cable service in your city. Although the Federal Communications Commission (FCC) regulates cable rates, PCTA serves as a resource for local cable subscribers. Besides ensuring the Cable Company meets its franchise agreement with the four cities, PCTA sets and monitors customer service standards. The following are just some of the customer service standards PCTA monitors:
- Prompt and Courteous Service
- On Time appointment
- Appointments within seven business days
Response to service interruptions within 24 hours
- 24 hours per day 7 days a week telephone assistance
- Credit for interrupted service

PCTA's duty is to watch Cable Television
The City of Fountain Valley belongs to Public Cable Television Authority, a local government agency responsible for monitoring cable television service. PCTA monitors Time Warner's compliance to Federal Communications Commission (FCC) regulations, customer service standards, and follow-through on customer complaints. PCTA also regulates the broadcast basic rate and ensures that franchise agreement requirements are met.
PCTA helps subscribers by acting as a local resource. Although the FCC regulates rates, PCTA has limited oversight of the basic cable rates (Channels 2-28). PCTA also assists subscribers by forwarding complaints regarding satellite basic rates to the FCC.
